This is an excellent book. It is an eye opener because it exposes the public corruption associated with many Environmental Health Departments. It is of great interest to me that the book was written in 2002 and still points out the widespread corruption of the Los Angeles County Environmental Health Department. This highly corrupt organization was found at the end of fiscal year 2007-08 by the Los Angeles County Auditor Controller to hold approximately $20.5 million in surplus funds in their segregated S7K Environmental Health Trust Fund in direct violation of state law that limits Environmental fees to the actual cost of regulation and in direct violation of a standing 1999 Court Order that prohibits this conduct. A detailed investigation of the activities of the Los Angeles County Environmental Health Department revealed that it's employees and upper management conspired to convert the public Los Angeles County Environmental Health Department into a criminal enterprise through which they engaged in patern of continuous and related criminal racketeering activity that involves the extortion of small businesses and the misappropriation of millions and millions of dollars to excessive Environmental Health employee compensation and to other uses that are prohibited by law. It is estimated that the total amount misappropriated by this highly corrupt organization from 2002 when this book was written to the present (year 2015) is in excess of $160 million and that the actual damage caused to local Los Angeles businesses that are regulated by this down right criminal organization is multiple times this figure. This book is therefore RIGHT ON THE MONEY and it is eye opener for the public. The interesting thing is that the son of the author told him that he believed that these local Environmental Health Departments act like the mafia. Well, apparently this is not at all far from the truth. This book is a MUST READ for anyone that eats out or that eats period.
